PPRA Education Requirements

PPRA Real Estate Education Requirements in South Africa

The PPRA continues to improve and expand the education pathways available to real estate agents. As a registered property practitioner, you are required to comply with the applicable education regulations. If you are new to the industry, this guide will help you identify the correct pathway from the outset. If you have already started your education journey, it will help you check that you are on the right track and understand what you still need to complete.

First, Determine Your End Goal

Do you want to qualify and remain a non-principal property practitioner, or is your goal to own or manage a property business and act as its principal? It is important to decide this early, as the PPRA’s new education pathways may allow you to save both time and money by following the route best suited to your intended role. However, if you later decide to move from the non-principal pathway to the principal pathway, additional education requirements may apply.

What Are You Currently Completing?

If you are completing, or planning to enrol for an NQF qualification, carefully consider the options available to you, including the qualification’s SAQA ID. We have provided examples below to help you select the correct route and continue with your education. Do not simply complete each requirement as it arises. Make sure you understand why you are choosing a particular pathway, how the available options differ, and whether your chosen qualification supports your long-term goal.

Step 1: Complete Your Internship Requirements

Your internship requirement is determined by the date on which your Fidelity Fund Certificate (FFC) was first issued:

  • FFC issued before 2013: You are exempt from the internship requirement.
  • FFC issued between 2014 and 30 June 2024: You must complete the prescribed Logbook.
  • FFC issued on or after 1 July 2024: You must complete the prescribed Practical Training Modules.

Under the Property Practitioners Act (PPA), Practical Training must be completed over a minimum period of 180 days and may not be completed sooner.

Once you have completed either the Logbook or Practical Training Modules, the relevant completion form must be signed by your principal and mentor and submitted to the PPRA for assessment and acceptance.

If you are registered for the Occupational Certificate: Real Estate Agent, SAQA ID 118714, the required Practical Training Modules are included in the qualification.

Step 2: Complete, or Obtain Exemption, From the NQF Level 4 Qualification

There are several ways to meet this requirement, depending on your existing qualifications and long-term career goal:

  • Qualification-based exemption: If you hold a SAQA-recognised qualification at NQF Level 6 or higher, completed over at least three years and carrying the required SAQA credits, you may apply to the PPRA for an exemption. However, an exemption from NQF Level 4 does not qualify you to enrol for the NQF Level 5 real estate qualification.
  • Non-principal pathway: If you do not intend to become a principal property practitioner, the PPRA’s alternative pathway may allow you to proceed without completing an NQF Level 4 real estate qualification.
  • Complete an NQF Level 4 qualification in Real Estate: Depending on availability and your chosen education route, you may complete either SAQA ID 59097 or SAQA ID 118714.

Step 3: Pass the Professional Designation Examination Level 4

The PDE4 is offered by the PPRA four times per year. It is usually a five-hour take-home examination; however, the PPRA will confirm the format, duration and applicable rules before each examination.

Results generally take approximately 8–12 weeks to be released. Once you have passed the PDE4, you may qualify as a non-principal property practitioner, previously referred to as having “full-status”.

If this is your intended career level, your education pathway is complete. You must then ensure that your status is upgraded with the PPRA and that you continue meeting the applicable Continuing Professional Development (CPD) requirements.

Step 4: Complete or Obtain Exemption From the NQF Level 5 Qualification

There are several ways to meet this requirement:

  • Qualification-based exemption: If you hold a SAQA-recognised qualification at NQF Level 7 or higher, completed over at least three years and carrying the required SAQA credits, you may apply to the PPRA for an exemption. When applying, ensure that you request exemption from both the NQF Level 4 and NQF Level 5 real estate qualifications, as both are required for the principal pathway.
  • Complete an NQF Level 5 qualification in Real Estate: If you have already completed the previous NQF Level 5 qualification, SAQA ID 20188, it remains acceptable for this step. This qualification has since been replaced by the Occupational Certificate: Principal Real Estate Agent, NQF Level 5, SAQA ID 121691. Either qualification may satisfy the NQF Level 5 education requirement.

Step 5: Pass the Professional Designation Examination Level 5

The Professional Designation Examination Level 5 (PDE5) is offered by the PPRA four times per year. The PPRA will confirm the examination dates, format, duration and applicable rules before each sitting. Once you have passed the PDE5, you will then be eligible to open your own Real Estate Agency and act as its Principal. When you are ready to take that step, contact King Large Real Estate Services.
